Yes, all winter long, and around Northwest Ohio plenty of people do. What changes is the rhythm. December through March our hours go by appointment, so call ahead instead of counting on the standard Monday-to-Saturday window. The trucks still run all season; the appointment just makes sure someone's routing your delivery instead of a full lot working blind in the snow.
Placement is the part worth thinking about before the truck arrives. On your own driveway the question is simpler: pick the spot before it snows, and keep it shoveled enough that the truck can back straight in. A few cold-weather habits save hassle. Load the heavy material early in the rental rather than letting it freeze into one solid block at the bottom; a load frozen to the floor of the dumpster is a load that may not tip out at the landfill. Keep a tarp over the top if freezing rain is coming, for the same reason.
